| Yes, i know every one who knows this is trying to keep it secret its going to get fixed soon anyways so here it is.
1. get Wpe pro.
2. open Wpe pro and click "Target Program" then click your internet browser (e.g Firefox.exe)
3. Go to any room on club penguin open your player card and go to head items.
4. start recording then put on any face item then stop now look for a Sent packet that looks something like this.
%xt%s%s#uph%24937%414%.
the red area is your item that you just put on.
5. change the red colored part in the code to "413" and press the button that looks like the play symbol then you should have hacked the beta hat 
You will need to re-send the packet if you change rooms.
 now you know why lots of poeple have been on cp going around with a beta hat lol you can do this with the other clothers too thanx
